Background
The Sexual Harassment Electronic Box (“SHe-Box”) is an online portal developed by the Ministry of Women & Child Development (“MWCD”), Government of India to help women employees (in both public and private organizations) file workplace Sexual Harassment complaints under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and Rules, 2013 (“Law”).
The SHe-Box portal has undergone several phases of development and updates since its initial launch in 2017. A significant upgrade was implemented on August 29, 2024, with the relaunch of the portal featuring enhanced functionalities. This relaunch was aimed at bolstering the enforcement mechanisms of the Law and improving the overall efficiency of the complaint redressal process.

Purpose
As per the official SHeBox website, “Sexual Harassment electronic Box (SHe-Box) is an effort of GoI to provide a single window access to every woman, irrespective of her work status, whether working in organised or unorganised, private or public sector, to facilitate the registration of complaint related to sexual harassment. Any woman facing sexual harassment at workplace can register their complaint through this portal. Once a complaint is submitted to the SHe-Box, it will be directly sent to the concerned authority having jurisdiction to take action into the matter”.
The Press Release from the MWCD (linked above) states that, “The portal has been designed to serve as a central repository for ICs and LCs at various State / UT administration level workplaces as well as workplaces in private sector, once they on-board the portal”.
Essentially, the Law mandates that organizations with 10 or more employees must constitute an Internal Committee (“IC”) to address complaints of Sexual Harassment. For Organizations that don’t have more than 10 employees or if the complaint of Sexual Harassment is against an ‘employer’, the Law mandates constitution of Local Committees (“LC”) by the District officer. In case where a complaint of Sexual Harassment is required to be filed, it may be filed before the IC or the LC depending on the facts and circumstances of the Complaint.
The SHe-Box portal is designed to digitise and streamline the complaint filing mechanism by providing an online platform for the filing and routing of complaints of Sexual Harassment. Through the portal, complaints are submitted electronically and forwarded to the appropriate authority, namely the concerned IC or LC, based on jurisdiction and applicability. With the introduction of the portal, in addition to filing a complaint directly before the IC or the LC, as applicable, a Complainant is also provided with the option to lodge the complaint through the SHe-Box portal.
Objectives
At present, the portal has the following stated objectives:
(a) Central Repository of ICs and LCs:
The portal serves as a central repository for all ICs and all LCs across the country. For this, all Organizations will be required to register themselves as well as their ICs on the portal.
(b) Single-Window Mechanism for Filing Complaints
The portal serves as a one stop portal for filing of complaints of Sexual Harassment at the Workplace under the Law. Therefore, any woman employee who wishes to file a complaint of Sexual Harassment at the Workplace as per the Law, regardless of where she is employed, will be able to file a complaint by logging onto the portal.
Note that if a complaint is filed, inquiry will be conducted by the “concerned authorities”. So, if a complaint is filed before on the portal, the portal will merely forward the complaint to the IC and the IC will continue to inquire into the complaint in the same manner as they would have if the complaint was filed directly before them.
(c) Government Reporting and Data Aggregation
The portal serves as a single-window portal for the appropriate Government authorities to maintain a central database of the number of Sexual Harassment at the Workplace received and other relevant data.
(d) Other Compliance functions
There are a few other functions that the portal facilitates that is apparent from other sources or through the functionalities currently live on the portal which includes:
(i) Filing of Annual Reports by Organizations.
(ii) Uploading details of any Employee Awareness sessions or IC training conducted under the Law.
(iii) Monitoring of any complaint filed in the Organization by the Presiding Officer.
Please note that all of these requirements are in addition to the existing compliance obligations under the Law. At present, the SHe-Box portal does not replace, dilute, or dispense with any other compliance requirements applicable to an Organization under the Law.

Process of Registration on the SHe-Box Portal
BROAD STEPS TO REGISTER ON THE PORTAL
- Identifying the Nodal Officer
- Private Head Office and Nodal Officer Registration
- Receipt of the login Credentials from the DNO
- Registration of IC for the Head Office
- Branch Office(s) and the respective Nodal Officer(s) Registration
- Receipt of login credentials from the DNO for branch offices
- Registration of IC for each of the branch offices
- Presiding Officer(s) login for the Head Office and all branches
Identifying the Nodal Officer
Who is the Nodal Officer?
In the context of the SHe-Box portal, the term “Nodal Officer” refers to a designated individual from an organization who is responsible for registering the organization and its Internal Committee on the portal and for coordinating portal-related compliances.
The responsibilities of the Nodal Officer include:
- Registering the organization and its Internal Committee on the SHe-Box portal.
- Managing administrative tasks related to the portal.
- Ensuring all necessary information is uploaded and updated to comply with platform requirements.
Organizations should ensure that the individual designated as the Nodal Officer is capable of efficiently handling these responsibilities and has the appropriate authority to act on behalf of the organization in this capacity.
Why the Presiding Officer cannot be the Nodal Officer?
It is important to note that the Nodal Officer cannot be the Presiding Officer. This is because the SHe-Box portal treats the role of the Nodal Officer and the role of the Presiding Officer as two distinct roles, each requiring a separate email ID based login.
By way of explanation, consider an organization, XYZ Private Limited, that is registering itself on the SHe-Box portal. Assume that Ms. ABC is the Presiding Officer of the organization’s Internal Committee and her official email ID is abc@xyz.com. If XYZ Private Limited uses abc@xyz.com to register Ms. ABC as the Nodal Officer at the first stage of registration, the portal will successfully generate login credentials for the Nodal Officer using that email ID.
At the next stage of registration, when the organization proceeds to add the details of its Internal Committee members, it will be required to separately add the Presiding Officer as an IC member. At this point, when the organization attempts to add Ms. ABC as the Presiding Officer using the same email ID, abc@xyz.com, the portal will not permit the entry and will display an error stating that the email ID is already in use. This is because the portal does not allow the same email ID to be mapped to both the Nodal Officer role and the Presiding Officer role.
As a result, the organization will be unable to complete the registration of its Internal Committee unless a different individual, with a different email ID, is designated as the Nodal Officer. Accordingly, for smooth registration and to avoid technical impediments on the portal, the Nodal Officer and the Presiding Officer must be two separate individuals with distinct email IDs.
Note: Where the Presiding Officer has already been registered as the Nodal Officer, the Nodal Officer details can be changed through the portal settings after receipt of the login credentials and before the Internal Committee members are added.
Role of the Nodal Officer vis-à-vis Complaint Handling: Nodal Officer Does Not Handle Complaints
It is important to clarify that the role of the Nodal Officer does not involve managing, accessing, or inquiring into complaints of Sexual Harassment. The Nodal Officer’s access on the SHe-Box portal is limited to administrative and registration related functions. The portal provides a separate email ID based login to the Presiding Officer of the Internal Committee specifically for the purpose of accessing and monitoring complaints. Accordingly, organizations need not be concerned that complaint details will be accessible to the Nodal Officer merely because of their designation, as complaint data and complaint management functions are restricted to the Presiding Officer through a distinct login.
No Statutory Requirement for Formal Appointment of the Nodal Officer
There is no requirement under the Law or under the SHe-Box portal for an organization to issue a formal order in writing or other documentary appointment specifically designating the Nodal Officer. The designation of the Nodal Officer is primarily an administrative and operational requirement for the purpose of registration and coordination on the portal. That said, organizations may, as a matter of internal governance and good practice, choose to document the designation of the Nodal Officer in writing. Such documentation, however, is optional and not a mandatory compliance requirement under the Law or the SHe-Box portal.
Who Should Be Designated as the Nodal Officer (Practical Guidance)
The Nodal Officer should be a designated representative of the organization responsible for SHe-Box related registrations and coordination.
- The Nodal Officer should not be the Presiding Officer of the Internal Committee.
- The Nodal Officer should preferably not be a member of the Internal Committee. However, in the absence of any other suitable individual within the Organization, an IC member may be designated as the Nodal Officer, provided such individual is not the Presiding Officer.
- The Nodal Officer should have the authority and access required to upload organizational details, IC details, annual reports, and training information on the portal.
- The Nodal Officer should be capable of coordinating across locations and liaising with IC members across the Organization.
- The individual designated as the Nodal Officer should be stable in role and employment.
- The email ID used for the Nodal Officer should preferably be a functional or official organizational email ID rather than a personal email ID, particularly since sensitive information is uploaded on the portal and safeguarding against misuse is essential.
- The Nodal Officer should have basic familiarity with the organization’s IC constitution, locations, and reporting structure, even though they do not participate in inquiries.
- Organizations may internally document the designation of the Nodal Officer, even though the Law does not expressly mandate such documentation, to ensure clarity of responsibility and accountability.

Receipt of login credentials from the District Nodal Officer
Once the Head Office registration is completed, the details submitted on the SHe-Box portal are forwarded to the concerned District Nodal Officer (“DNO”), who is appointed by the appropriate Government authority. This District Nodal Officer is different from the Nodal Officer designated by the Organization, as explained above. The DNO is required to verify the information submitted by the Organization on the portal. Upon completion of this verification, the DNO will issue the login credentials to the Nodal Officer appointed by the Organization, after which the Organization will be able to proceed with the next stages of registration on the portal.
What to Do if Login Credentials Are Not Received
Note: Upon successful registration of the Head Office on the SHe-Box Portal, login credentials are ordinarily issued automatically by the District Nodal Officer to the registered email ID of the Nodal Officer. However, in certain instances, such credentials are not issued, despite successful registration. In such cases, the Nodal Officer may directly use the “Forgot Password” option to generate a new password and access the portal. This functionality is available even where the initial login credentials were never received.
In the event that the login credentials are not received from the District Nodal Officer within a reasonable period of time, the following steps may be followed to access the portal:

Log in to the SHe-Box portal using the Head Office Nodal Officer credentials. After logging in, navigate to:
“Workplace and IC Management” → “Add Workplace Details”

The Nodal Officer for a Branch Office must be different from the Head Office Nodal Officer, as the SHe-Box portal does not permit the same email ID to be used for more than one Nodal Officer role. Accordingly, a separate individual with a distinct email ID must be designated as the Nodal Officer for each Branch Office.
Upon selecting this option, the following details are required to be entered:

(i) Fill Workplace Details
- Workplace Name: Enter the official name of the Branch Office or workplace as per the Organization’s records.

Also note that, in case any branch details are added incorrectly or by mistake, the Portal provides an option to delete the respective branch entry. Therefore, if any incorrect information is uploaded or an additional branch is created inadvertently, the same can be removed subsequently through the delete option available in the Portal as shown below.

Receipt of login credentials from the DNO for branch offices
Registration of IC for each of the branch offices
After receipt of the login credentials for a Branch Office, the Internal Committee (“IC”) for that Branch Office is required to be registered on the SHe-Box portal. The process for registration of the IC for a Branch Office is the same as the process followed for registration of the IC for the Head Office.
The Branch Office Nodal Officer must log in using the Branch Office login credentials and navigate to:
“Workplace and IC Management” → “IC Registration”

The IC composition requirements, categories of members, and the details to be entered for the Presiding Officer, Members, and External Member remain identical to those applicable for the Head Office IC. Screenshots of the completed IC registration should be taken and retained for record and compliance purposes.
Important Note:
For Branch Offices, the email ID entered for the Presiding Officer must be unique. Even where the same individual acts as the Presiding Officer for more than one workplace, a different email ID is required for each IC registration on the portal.
Presiding Officer(s) login for the Head Office and all branches
Upon successful registration of the Internal Committee for the Head Office and for each Branch Office, login access is enabled for the respective Presiding Officer. The Presiding Officer should ordinarily receive the login credentials on the email ID provided at the time of IC registration. This login is used by the Presiding Officer to access and monitor complaints on the SHe-Box portal and is applicable separately for the Head Office and for each Branch Office.
Steps to Follow if Login Credentials Are Not Received
- Step 1: Visit the SHe-Box portal and navigate to the login page.
- Step 2: Click on the “Forgot Password” option available on the login screen.

- Step 3: Enter the email ID that was provided for the Presiding Officer at the time of IC registration. This applies to the Presiding Officer of the Head Office as well as to the Presiding Officers of each Branch Office.

- Step 4: A password reset link will be sent to the registered email ID of the Presiding Officer.
- Step 5: Use the password reset link to set a password and log in to the portal
Note: The Presiding Officer login on the SHe-Box portal is the dedicated access provided for handling and monitoring complaints of Sexual Harassment filed through the portal. Once a complaint is submitted on SHe-Box, it is electronically routed to the concerned IC based on jurisdiction and becomes accessible only through the Presiding Officer’s login. Through this login, the Presiding Officer can view complaints assigned to the Internal Committee, track their status, and carry out actions required under the Law in relation to inquiry and reporting. The Presiding Officer login is therefore complaint specific in nature and is distinct from the administrative access provided to the Nodal Officer.

Submission of Annual Report for Head Office and Branches on the portal
The SHe-Box portal provides a dedicated section for uploading the Annual Report required to be submitted under Section 21 of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and the Rules, 2013. This enables organizations to record and submit annual compliance details on the portal, in addition to the existing statutory reporting obligations under the Law.
Note: Submission of the Annual Report on the SHe-Box portal is an additional compliance mechanism. It does not replace or dispense with the existing statutory requirements under the Law, including submission of the Annual Report to the District Officer and / or the Ministry of Women and Child Development through courier, physical submission, and / or email, as applicable.
Navigation Path
Log in to the SHe-Box portal using the relevant login credentials and navigate to:
Login → Annual Report → Submit Annual Report

- Attach Report (PDF, DOC, DOCX only): Upload the final Annual Report, duly signed, along with proof of delivery or submission to the District Officer and the Ministry of Women and Child Development (MWCD), where applicable. Note on Editing Submitted Annual Reports
Details entered in the Annual Report on the SHe-Box portal can be edited even after the report has been submitted. To edit a previously submitted Annual Report, log in to the SHe-Box portal using the relevant login credentials and navigate to:
Login → Annual Report → Annual Report List

Under the Annual Report List, all Annual Reports submitted by the Organization are displayed year-wise. Against each entry, an Edit option is available. By selecting the Edit option, the Organization can reopen the submitted Annual Report and modify the details entered earlier. After making the necessary changes, the updated report must be saved and submitted again on the portal.
Organizations should ensure that any edits made are accurate and consistent with the finalized Annual Report and the supporting documents submitted to the District Officer and, where applicable, the Ministry of Women and Child Development.

Note: In case a training session is conducted jointly for the IC Members of the Head Office and Branch(es), the training must still be updated separately for the Head Office and each respective Branch on the Portal.
In such cases, all training details will remain the same, except for the number of participants, which should be updated separately based on the attendance from each location.
For example:
